According to the NY State Council on Children & Families, the rate of child abuse in N.Y. is 17 per 1,000 children based on allegations of child abuse and neglect in 2022. 

The Frances L. Loeb Child Protection and Development Center (often referred to as the Loeb Center) provides critical services, such as comprehensive evaluations in a child-focused environment, including forensic medical and social work assessments for pediatric victims of assault, sexual assault, and trafficking. Services include post sexual assault medical care and treatment, crisis intervention, short-term counseling, and advocacy with law enforcement and legal services, in both Criminal Court and Family Court. The interdisciplinary nature of the program’s services and techniques and the comprehensive nature of the evaluations make the Center unique among any other hospital-based child abuse program.

In 2025, The Loeb Child Protection Center saw 168 children and youth who were suspected to be victims of sexual assault with 22% referred from ACS. These youth are from across NYC as well as, Nassau County, PA and NJ.

The Loeb Center is Co-Located Specialty Care. Unlike many advocacy centers that are standalone facilities, the Loeb Center is unique for being hospital-based. This allows for immediate transition from emergency medical care to specialized forensic and psychological services. The staff includes Child abuse pediatrician, Social Workers, who also work with all pediatric crime victims in the hospital, a Psychologist trained the trauma focused therapy, and Child Life staff who are trained in forensic interviewing.

As we look toward 2026 and beyond, Children of Bellevue envisions the Loeb Center not just as a center for intervention, but as a global gold standard for integrated, hospitalbased child child abuse assessment and prevention. Our vision is rooted in the belief that every child deserves a future unburdened by the weight of trauma.
